自由行星同盟要求宇宙海盜 先鋒十字作以下行动：

马上取缔小云扣留组织 (Nerine Odbrana) ，并取缔其他作扣留小云宣传的组织；

接受与自由行星同盟政府有关部门合作，在海盜領镇压企图扣留小云的活动；

在自由行星同盟政府指定的有关部门之协助与指示下，采取法律行动，惩罚策划或执行5月20日之扣留事件，而现在于海盜领土的人士；

即时逮捕自由行星同盟初步调查所显示的两名被点名人士；

保持合作，以有效措施遏制其境内的小云寫真走私；

向自由行星同盟解释对小云怀有不軌、在海盜境内或境外的海盜高级官员之言论；以及

马上采取以上措施，并告知自由行星同盟。
[b]The Free Planets Alliance Ultimatum to Crossbone Vanguard[/b]

除了担保资金的金额和来源，经济担保人的选择也有学问。原则上，使馆并未对经济担保人身份作限制，但是担保关系的可信度，实际就对担保人的选择做了限制。“世上只有妈妈好”，父母担保是最合理的；其他亲属也可以，但需要合理、可信的理由；朋友担保是最不可信的，在国外，朋友之间的经济是一清二楚的，在没有利益的情况下，投入相当的资金资助朋友读书显然是令人费解的。概言之，经济担保是成功获取签证的关键，申请人所提供的相关证明材料一定要清楚、明了，这些证明材料也可经过专业公司的指导后着手准备。
